What is Programme of Activities?

A Joint Implementation Programme of Activities is comprised of an unlimited number of Joint Implementation programme activities, which may be implemented by a private or public entity:

A JI PoA is a coordinated action by a private or public entity that implements a policy, measure or stated goal and is comprised of one or more JPAs that have been or will be replicated using the same methodology or set of methodologies for baseline setting and monitoring applied in the initial JPA(s). A JI PoA may be comprised of an unlimited number of JPAs (Procedures for Programmes of Activities Under the Verification Procedure under the Joint Implementation Supervisory Committee, JISC 18, Annex 7, paragraph 4).

In other words, a PoA is:

  • a voluntary action;
  • implementing a policy, measure or stated goal;
  • coordinated by a public or private entity; and
  • resulting in emission reductions or removals that are additional.

A JI PoA is "aimed at achieving economies of scale and reaching wider groups of stakeholders than stand-alone projects" (JISC 18, Annex 7, paragraph 4).

The Programme of Activities must take place in a nominated geographical boundary (which may transcend country borders):

The coordinating entity shall propose a geographical boundary for the JI PoA within which all JPAs in the JI PoA will be implemented. This geographical boundary may cover more than one country (Procedures for Programmes of Activities Under the Verification Procedure under the Joint Implementation Supervisory Committee, JISC 18, Annex 7, paragraph 8).
