Modalities of communication

All communications between project participants and the Joint Implementation Supervisory Committee (JISC) (except for communications made through the accredited independent entity (AIE) engaged to determine the project or verify its emission reductions or removals) must be made in accordance with the Modalities of communication of project participants with the Joint Implementation Supervisory Committee:

All official communication related to a JI project, additional to that channelled through accredited independent entities (AIEs) selected by the project participants or regulated otherwise, shall be handled in accordance with the modalities of communication defined below (Modalities of communication of project participants with the Joint Implementation Supervisory Committee, Version 1, JISC 8, Annex 4, paragraph 5).

This document was adopted by the JISC at its eighth meeting (JISC 8, Annex 4).

Project participants are required to nominate one or more focal points for handling communications with the JISC.  The focal point must be nominated in a statement signed by all project participants:

One or more project participants shall be nominated as focal point(s) for handling all communication with the JISC in the form of a statement, including contact details, signed by all project participants (Modalities of communication of project participants with the Joint Implementation Supervisory Committee, Version 1, JISC 8, Annex 4, paragraph 6).

For bundled projects, a single project participant should be nominated as the focal point (Modalities of communication of project participants with the Joint Implementation Supervisory Committee, Version 1, JISC 8, Annex 4, footnote 1).

The contact details must contain an email address and should be submitted in the tabular format used in the project design document (JI-PDD) (Modalities of communication of project participants with the Joint Implementation Supervisory Committee, Version 1, JISC 8, Annex 4, footnote 2).

Project participants must send the statement of modalities of communication to the AIE, and forwarded by the AIE to the secretariat when making its determination of the project publicly available:

These modalities of communication shall be sent to the AIE selected by the project participants and forwarded by the AIE to the secretariat when making the determination referred to in paragraph 33 of the JI guidelines publicly available in accordance with paragraph 34 of the JI guidelines (Modalities of communication of project participants with the Joint Implementation Supervisory Committee, Version 1, JISC 8, Annex 4, paragraph 7).

Project participants may change the modalities of communication by submitting a revised statement to the secretariat.  The revised statement of modalities of communication must be signed and submitted in accordance with the modalities that are to be replaced:

If modalities of communication submitted shall be modified after final determination in accordance with paragraph 35 of the JI guidelines, a new statement, including contact details, shall be signed by all project participants and submitted to the secretariat in accordance with the modalities that are to be replaced (Modalities of communication of project participants with the Joint Implementation Supervisory Committee, Version 1, JISC 8, Annex 4, paragraph 8).

Revised modalities may also be submitted at the time the AIE submits its verification report:

Alternatively, revised modalities of communication can also be channelled through the AIE at the time a verification report is submitted to the secretariat in accordance with paragraph 38 of the JI guidelines (Modalities of communication of project participants with the Joint Implementation Supervisory Committee, Version 1, JISC 8, Annex 4, footnote 3).

However, revised modalities should not be submitted between the time a verification report is published and when the verification is deemed final:

Revised modalities of communication should not be submitted from the time of publication of a verification in accordance with paragraph 38 of the JI guidelines until finalization of the process referred to in paragraph 39 of the JI guidelines (Modalities of communication of project participants with the Joint Implementation Supervisory Committee, Version 1, JISC 8, Annex 4, paragraph 8).
