Transparency

There is a general requirement of transparency in relation to the work of the Joint Implementation Supervisory Committee (JISC) and its various panels and subcommittees.  This is expressed in 3/CMP.2, paragraph 8:

The Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol ...

  1. Encourages the Joint Implementation Supervisory Committee to continue to implement measures to ensure transparency through, inter alia, publishing of regular reports by the Committee and its subcommittees, panels and/or working groups, communication with constituencies and exchange of information with stakeholders (3/CMP.2, paragraph 8).

The secretariat is also required to maintain transparency in relation to registered projects:

The Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol ...

  1. Requests the secretariat, inter alia, with a view to establishing an overview of all joint implementation projects, to develop a Web-based interface that shall be used by designated focal points of Parties that have provided information in accordance with paragraph 20 of the joint implementation guidelines and host joint implementation projects to:
    1. Provide transparent access to project information published in accordance with paragraph 28 of the joint implementation guidelines (3/CMP.3, paragraph 4(a)).

Finally, Parties hosting projects are required to make information on those projects publicly available, either directly (for example, through the website of their designated focal points) or through the secretariat:

According to paragraph 28 of the JI guidelines a Party hosting a joint implementation (JI) project shall make publicly available, directly or through the secretariat, information on the project in accordance with the reporting guidelines set out in appendix B of the JI guidelines and the requirements contained in decision 13/CMP.1 (Guidance on criteria for baseline setting and monitoring, JISC 4, Annex 6, paragraph 2).
